In 1986, nine states had a Shall Issue handgun permit system. In 2012, that number has grown to 41. Maryland is unfortunately in the minority of states that do not believe in a citizen's right to self defense. Shall Issue laws dominate a super majority of states, yet Maryland believes its laws are in line with the norm of the country.
